The Secretariat of Innovation and New Businesses in the Ministry of Industry, Foreign Trade and Services of Brazil (MDIC) develops, since 2010, the International Cooperation on Innovation program. The program invites Brazilian companies to establish partnerships with foreign companies to elaborate a joint project in research and development that results in the development of new products, processes or services directed to the commercialization in the national and/or global market.  The Project should demonstrate proper balance of industrial partners’ participation, with complementarity between companies and contributions from both sides for research.

The initiative foresees  the joint funding of projects using resources from the Brazilian National Development Bank (BNDES) and other government funding agencies in Brazil, while the partner country provides resources from its own government funding agencies and other incentive mechanisms, in accordance to its national laws, rules and regulations.

In 2010, the first International Cooperation on Innovation Project was launched, in partnership with Israel. It was consolidated in the 1st Joint Call for Proposals between Brazilian and Israeli enterprises operationalized by MDIC, on the Brazilian side, and, on the Israeli side, by the National Innovation Authority, part of the Ministry of Economy of Israel that funds the Israeli side of the projects. Since then, two more Calls for Proposals were made between Brazil and Israel.

In 2015, the Secretariat of Innovation and New Businesses established its second partnership to stimulate joint R&D projects, with France. In that context, the 1st Joint Call for Proposals between Brazilian and French companies was launched. The Call is operated, on the French side, by the Directorate-General for the Enterprises in the Ministry of the Economy, Industry and the Digital Sector. Resources for the French companies come from Bpifrance, the French investment bank.

Still in 2015, Germany became the third Brazilian Partner on this industrial R&D program, launching the 1st Joint Call for Proposals between Brazilian and German companies. The Federal Ministry for Economic Affairs and Energy funds German companies through the ZIM Program (Central Innovation Program for Small and Medium-sized Enterprises).

Aiming to support Brazilian companies in the process of finding partners to develop joint projects, MDIC launched the International Cooperation on Innovation Portal, where Brazilian and foreign enterprises can register and look for partners sorted by country and area of expertise, besides finding the relevant documents to submit a cooperation proposal.
